What free means in a VPN

There are three kinds of free VPN. Apps that are free forever and pay for themselves by selling your browsing data or injecting ads. Free VPN and an Indian IP address

A common search is for a free VPN that gives an Indian IP address, usually from people abroad who want to reach Indian services. We cannot help with that: we have no servers in India, because servers inside the country fall under CERT-In log retention. Providers that advertise India locations serve virtual Indian IPs from Singapore or London; some free plans include one, most do not.

Is a free VPN legal in India

Using a VPN, free or paid, is legal in India. What the law regulates is the provider: those with servers in India must keep user records for five years. A free app that keeps logs to sell is legal too, which is the problem; legality and privacy are different questions.
