What is actually banned in Kashmir
Several district administrations in South Kashmir, including Pulwama, Shopian and Kulgam, have issued orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita restricting the use of virtual private networks, citing public order and security reasons. The orders are local, time-limited, and aimed at VPN use on mobile phones during unrest.
In practice the ban is enforced by the network, not by checking phones: Jio and Airtel in the affected districts identify VPN protocols and block them. That is why people search for which VPN is working in Jammu rather than whether VPN is banned.
